Certified Training Providers
Part of the WIA (Workforce Investment Act) federal legislation provides funding for individuals to retrain for a new occupation. If an individual is eligible for WIA retraining money, they are awarded an Individual Training Account (ITA). ITAs can be used only at approved schools for WIA certified programs. Certified Training Providers offer training programs that are currently certified by the Department of Commerce and Economic Opportunity (DCEO) and the Illinois Workforce Development System (IWDS).
ProPath provides Workforce Innovation and Opportunity Act (WIOA) participants with information on eligible training providers and training programs they can choose based on their employment and career needs when the training is funded through an Individual Training Account (ITA).
Eligible Training Providers and Eligible Training Programs are included on Illinois' Eligible Training Provider List (ETPL) following approval through a joint state and local process. Eligible Training Providers have been accredited or approved through the U.S. Department of Education (DoE), Illinois Board of Higher Education (IBHE), Illinois Community College Board (ICCB), Illinois State Board of Education (ISBE) United States DOL Office of Apprenticeship or another appropriate entity or organization and has assured it has complied with other State and Federal laws including non-discrimination and equal opportunity provisions.
Eligible Training Providers can submit their training programs for eligibility determination by an LWIB or the State. WIOA participants in the Adult, Dislocated Worker and Youth programs can select programs from this list so long as the program is intended to lead to a demand occupation as listed in the Demand Occupation Training List (DOTL).
Registered Apprenticeship Programs (RAPs) can be added to the ETPL upon request, and all RAP programs are considered to lead to a demand occupation, regardless of whether it is on the. Training programs not funded through an ITA, such as On-the-Job Training (OJT), Customized Training, Incumbent Worker Training (IWT), internships and paid or unpaid Work Experience (WEX), which are generally funded through contractual agreements, are not required to be on the ETPL in order for WIOA Title IB participants to enroll or participate. Participants of the Trade Adjustment Act (TAA) programs are encouraged to select training programs from the ETPL as they are proven and successful but are not limited to these programs.
Illinois workNet Centers throughout Illinois provide WIOA services to individuals who wish to apply for available training programs or obtain other services.
