Job Training and Economic Development (JTED)

​The Job Training and Economic Development (JTED) Program funds workforce training and supportive services that help Illinoisans build skills, overcome barriers to employment, and connect to in-demand jobs through em​ployer-focused partnerships.

JTED grants are awarded through a competitive Notice of Funding Opportunity (NOFO) process to organizations that demonstrate strong partnerships, equity-driven strategies, and clear pathways to employment outcomes.

Program Overview​

JTED programs help Illinoisans build skills, overcome barriers to employment, and connect to in-demand jobs through employer-focused partnerships. Programs are designed around real employer needs and may include:

  • Occupational & Skills Training
  • Hands-On Work-Based Learning (Internships, Pre-apprenticeships, Apprenticeships)
  • Industry-Recognized Credentials
  • Career Readiness & Job Placement
  • Digital & Financial Literacy
  • Career Coaching & Planning
  • Supportive Services to reduce barriers such as Transportation assistance, work clothing or tools, Emergency basic needs support

Eligibility Requirements (At a Glance)

To participate, you must:

  • Live in Illinois
  • Be eligible to work
  • Meet age requirements: 16 - 24 for youth programs or 18+ for adult programs
  • Be unemployed, under-employed, or under-represented​
