Energy Transition Community Grant

​Grants to communities that have experienced or will experience a fossil fuel or nuclear plant or mine closure. Grant funds can be used to address the economic and social impact on the community of the retirement or transition. 

Total Funding:  $26 million annually (subject to appropriation) 
 
Award Range: $50,000 minimum, additional funds released based on grant formula based on job and revenue loss as a result of the plant closure 
 
Eligibility: Taxing bodies within 30 miles of a fossil fuel or nuclear plant or mine that has closed or is set to close within 6 years.  

Scope: These funds support the activities to help communities develop economic opportunities to replace the revenue lost due to plant/mine closures, achieve environmental goals outlined in Climate and Equitable Jobs Act (CEJA) 
 
Allowable Costs: Allowable costs include workforce development, grants and incentives, public health, public housing, public infrastructure, among others.  

This grant is open annually. The 2025 grant round closes on June 30, 2025. 


Energy Transition Community Grant - Zion

Grants to 10 identified taxing bodies in Zion, Illinois that have experienced the closure of the Zion nuclear plant. Grant funds can be used to address the economic and social impact on the community of the retirement. 

Total Funding:  $14 million annually (subject to appropriation)  
  
Award Range: $50,000 minimum, additional funds released based on grant formula based on job and revenue loss because of the plant closure  
  
Eligibility: 10 identified taxing bodies in Zion, Illinois   

Scope: These funds support the activities to help Zion develop economic opportunities to replace the revenue lost due to Zion nuclear plant closure, achieve environmental goals outlined in Climate and Equitable Jobs Act (CEJA)  
  
Allowable Costs: Allowable costs include 75% to tax abatement, 25% to workforce development, grants and incentives, public health, public housing, public infrastructure, among others.
