About CEJA

The Climate and Equitable Jobs Act (CEJA) became law on September 15, 2021. It aims to move Illinois toward 100% clean energy by 2050 CEJA:

  • Supports new renewable energy projects.

  • Helps more people use electric vehicles and charging stations.

  • Provides training programs to prepare workers for clean energy jobs.

  • Supports communities affected by changes in the energy industry.

These programs create new jobs and opportunities across Illinois.

What is a Clean Energy Job?

Clean energy jobs and careers are in renewable energy industries like solar and wind, energy-efficient heating and cooling, battery storage, electric vehicles, and more.

These jobs are growing fast, pay well, and make Illinois communities stronger and healthier.


Who Can Participate?
​CEJA programs focus on helping people in areas called "Environmental Justice" (EJ) and "Restore, Reinvest, Renew" (R3) communities.

An Equity Eligible Person is someone who:

  • Lives in an EJ or R3 community,
  • Is a graduate of or currently enrolled in the foster care system, or
  • Was formerly incarcerated.

CEJA especially helps people who:

  • Have lower incomes
  • Are Black, Indigenous, or a person of color
  • Are or were involved in the child welfare system
  • Are energy workers or family of displaced energy workers
  • Are women
  • Are LGBTQ+ or gender nonconforming
  • Have disabilities
  • Are youth who belong to any of these groups

​CEJA workforce training programs provide services to help participants succeed. Services include:
  • Transportation
  • Childcare or family care
  • Technology support for online learning
  • Driver's education and license fees
  • Health care (dental, vision, and mental)
  • Emergency help with bills or housing
  • Legal help
  • Tutoring and extra educational support
  • Certification, testing, and application costs
  • Job search placement, and mentoring
