    Central Illinois Debt Management & Credit Education, Inc. is a nonprofit agency.  It is there mission to "provide community services dedicated to financial literacy".  CIDMCE provides a wide range of services including:  Free In Person/Telephone Counseling, Financial Education Programs, Debt Management Plans, Housing Counseling, Bankruptcy Counseling & Education and Credit Report Review Service.

    Free legal services may be made available through your local Land of Lincoln Legal Assistance Foundation, Inc.     The Illinois Home Weatherization Assistance Program External link opens in a new window (IHWAP) is designed to help low income residents save fuel and money, while increasing the comfort of their homes.

  • Low Income Energy Efficient Residential Retrofit Program

    More than $213,000 in grants will help existing low-income homeowners replace items such as refrigerators, furnaces, lighting, dishwashers and air conditioners with energy-efficient models.

    Legislation approved last year created funding for programs and incentives through money from ComEd and Ameren to reduce electrical energy usage and demand by company customers.
