The Illinois Entrepreneurship Network (IEN) and the many business incubators located throughout Illinois stand ready to assist your new business through its tenuous first years. Services provided may include a physical location, loans and/or other capital funds, business expense discounts and knowledgeable advice. The connections and shared information can save you time and money and prevent you from making costly errors.

The first documented incubator, according to the National Business Incubator Association, began in 1956 in a vacant Massey Ferguson plant at Batavia, NY, under the guidance of Joseph L. Marcuso. The facility, called the Batavia Industrial Center, is still a flourishing business incubator

Illinois Entrepreneurship Network External link opens in a new window is a consortium of Illinois governmental entities that have the expertise, information, and connections to help your small business succeed through its infancy or expansion.

Most business incubators are members of the National Business Incubator Association External link opens in a new window . This membership allows them to stay current with changes in business regulations and current business trends and to participate in informational conferences. Members also receive special partner discounts and savings External link opens in a new window on many goods and services.

Business incubators are sponsored by organizations such as cities, universities, and business partnerships. Services offered and types of businesses included vary from location to location. Some are industry specific such as manufacturing, technology-based, or green friendly businesses only.

Southern Illinois University-Carbondale’s Small Business Incubator Program External link opens in a new window and the Research Park External link opens in a new window (for technology-based businesses) at the University of Illinois at Urbana-Champaign are examples of two highly successful small business incubators.

  • IL Department of Transportation - Economic Recovery Information

    The American Recovery and Reinvestment Act of 2009 (ARRA) includes $48 billion for transportation infrastructure consisting of highways and bridges, mass transit, rail and aviation.

    The transportation system in Illinois is at a crossroads, and is in need of the additional federal funds provided by the ARRA. ARRA funds will be utilized to support safer transportation systems, address environmental concerns, offset the erosion of the construction dollar, address the crippling levels of congestion/delay and meet the transportation demands of the future.

    In order to access the first half of the highway stimulus funds coming to Illinois, the Illinois Department of Transportation (IDOT) has identified projects that can be awarded quickly to put people to work in the construction industry and to utilize the upcoming construction season. While the list of projects is larger than expected in the first wave of funding, it will allow Illinois to be in a position to spend any funds redistributed from other states.

  • Low Income Energy Efficient Residential Retrofit Program

    More than $213,000 in grants will help existing low-income homeowners replace items such as refrigerators, furnaces, lighting, dishwashers and air conditioners with energy-efficient models.

    Legislation approved last year created funding for programs and incentives through money from ComEd and Ameren to reduce electrical energy usage and demand by company customers.
